I could be all wet here, but I thought TF was directed at the bees--i.e. nothing that treats them directly, so no MAQS, no powdered sugar, no OA, no essential oils, etc. SHBs on the other hand are hive pests so yes, they can be treated as long as the treatment does not impact the bees.
